Ley 3/2022 (university community life)
Ley 3/2022 of 24 February on university community life is the Spanish act that requires universities to approve community-life rules with measures against violence, discrimination and harassment, and sets the disciplinary regime for students. It never names colegios mayores: it reaches them through their university.
Also known asuniversity community-life act · university coexistence act · Ley 3/2022 de convivencia universitaria
Who it binds, and by what route
Its scope is the university community: students, teaching and research staff, and administrative and service staff of public universities and of their public affiliated centres (art. 2.1). Private universities and private affiliated centres approve their own community-life rules on the basis of its principles (art. 2.2). The expression "colegio mayor" (a Spanish hall of residence with a formative programme) does not appear once in the whole text.
- Colegio mayor: it is integrated into the university, so that university's community-life rules always bind it.
- Affiliated colegio mayor or affiliated residence: they reach it through affiliation.
- Private residence or coliving with no university link: the act does not reach it.
What it asks in practice: community-life rules approved within the year after it came into force on 26 February 2022; specific procedures to channel complaints of violence, discrimination or harassment (art. 4.2); mediation (art. 5) and a Community-Life Committee (art. 6). It also repealed the 1954 Academic Discipline Regulation. Its complaints route is not the channel of Ley 2/2023: the two are compared in the guide to the reporting channel.
