Consejo Colegial
The Consejo Colegial is the body through which residents take part in the life of a colegio mayor (a Spanish hall of residence with a formative programme). Under Decree 2780/1973 it is made up of senior colegiales (art. 14.1); each college's house rules set its make-up and functions.

Where it fits in the college
The decree lists the bodies of a colegio mayor (art. 8): the director, the Advisory Council of university lecturers, the Management Committee, the Consejo Colegial and, in those promoted by other entities, a Board of Trustees if the house rules provide for one. Of them all, the Consejo Colegial is the only one made up of students. The director convenes and chairs it (art. 11.e), and through it and the other bodies the house rules set up, the college's "corporate life" is organised with the residents taking part (art. 22.3).
It is made up of senior colegiales: those who, with at least one year in the college, have earned it under the house rules (art. 19.3). The University Student Statute points the same way for colegios and residences a university founds itself: each university's Statutes set how management teams are appointed, "in which resident students shall take part" (art. 66.5).
Worth knowing
It is not a governing or disciplinary body, unless the house rules give it that role. The decree defines it as a participation body and leaves its functions to each college's house rules (art. 14.2), so what it does varies from one college to another. To find out, you have to read its house rules; who convenes it is explained in director of a colegio mayor.
