For student accommodation and businesses with premises across Europe
Bedel in Europe: the building's WhatsApp answers in each resident's language
A residence in Lisbon, Milan or Rotterdam hears from residents in Portuguese, Italian, Dutch, English and Spanish in the same week. Bedel answers each one in the language of their last message, opens every repair with an owner and a deadline, and puts on a person's phone what a machine should not decide. What changes from one country to the next is the law around the building, and that is what the table below compares.
Country by country
| Country | What governs student accommodation | Data and AI | Bedel pages |
|---|---|---|---|
| United Kingdom | Four systems in one country: in England, membership of an approved management code weighs on whether a student building is an HMO and on which contract is signed; data follows UK GDPR. | UK GDPR (UK) | Accommodation · Maintenance |
| Ireland | A figure of its own: student specific accommodation, within tenancy law and under the RTB since 2019, whether signed as a lease or as a licence. | GDPR and AI Act (EU) | Accommodation · Maintenance |
| Portugal | Rules of its own for the building since January 2022 (Decree-Law 14/2022 and Ordinance 35-A/2022); the contract is a Civil Code tenancy and data goes through the GDPR and Law 58/2019. | GDPR and AI Act (EU) | — |
| France | The résidence universitaire has a legal definition (Art. L631-12 of the Code de la construction et de l'habitation); the rest of student accommodation is let under the 1989 Act, as a furnished let or a bail mobilité. | GDPR and AI Act (EU) | — |
| Italy | The "struttura residenziale universitaria" has a legal definition (Legislative Decree 68/2012, Art. 13), split into collegi and residenze; letting a flat to students comes under Art. 5 of Law 431/1998. | GDPR and AI Act (EU) | — |
| Germany | No residence act: section 549(3) of the BGB cuts back tenant protection in a Studenten- oder Jugendwohnheim, and building rules and the data authority depend on each Land. | GDPR and AI Act (EU) | — |
| Netherlands | No residence act: Book 7 of the Civil Code gives student lettings the campus contract and the fixed-term contract, and the Bbl sets its own measurements for student housing. | GDPR and AI Act (EU) | — |
| Belgium | Three student tenancy regimes, one per region, with different terms, deposits and exits; data protection and whistleblowing, by contrast, are federal. | GDPR and AI Act (EU) | — |

What is the same everywhere
- Residents write to the building's WhatsApp, the number they already have, and are answered in their own language.
- Every repair becomes a ticket that reaches one person, by role and shift, with its deadline; it escalates once if it runs out and closes with a photo.
- Money, health, exceptions and conflicts go to a specific person's phone, not to the AI.
- Parcels, bookings of shared spaces and notices to the whole building, on the same number.
Data and AI across the EU
In the 27 EU countries the rules are the ones Bedel already works under in Spain: the GDPR, with the residence or business as controller and Bedel as processor under the published processing agreement, and the AI Act, whose Art. 50 requires anyone talking to an AI to know it; Bedel says so from the first message. Each country adds its own data authority and, in places, its own law on top. The UK is outside the EU and has its own regime: UK GDPR and the Data Protection Act 2018, explained in its page.
Two doors
Student accommodation: university halls, private PBSA, coliving and researcher residences. The feature-by-feature detail is in features. Maintenance reporting: any business with premises, a team that spots faults and someone who fixes them, from a restaurant to an office. In the UK and Ireland, each door has its own page, in the table above.
What it does not do, said before the call
- It is not a housing management system, a PMS or a CMMS: no room allocation, contracts, billing or asset inventory, and it does not connect to the one you use.
- It has no portfolio view: one account is one building or one site.
- Your team's side is in Spanish today: the notices, the buttons and the commands. Residents are answered in their own language.
- The website is in Spanish and English only; residents can write in any language.
Questions
In which European countries does Bedel work?
The residences that use Bedel today are in Spain. The product works the same in any country with WhatsApp; what changes is the law around the building, which each country page explains, and the contract, which is agreed before signing.
Does a residence outside Spain need anything different for data protection?
In the EU, the same GDPR applies: a processing agreement with Bedel and information for residents. Each country has its own data authority. From the UK, transfers to the EEA are treated as approved by regulations under the Data Protection Act 2018.
In what language does the team work?
Residents are answered in the language they write in. The team's notices, buttons and commands are in Spanish today; say so on the call if your team needs another language.
Is there a version of the website in Portuguese, Italian, French, German or Dutch?
Not today: the website is in Spanish and English. The assistant itself answers residents in their language.
