Ley 1/2025 (food loss and waste)
Ley 1/2025 of 1 April on the prevention of food loss and waste is the Spanish act that requires anyone serving food to prevent waste before discarding and, unless exempt, to have a prevention plan from 2 April 2026. A residence's dining hall is covered as an "other food service provider".

What it asks of a residence dining hall
It does not name colegios mayores (Spanish halls of residence with a formative programme) or student residences: they come in through the end of the definition in art. 3.e, "all permanent establishments offering catering or a dining service". From there, the act separates what applies to everyone from what depends on size:
| Obligation | Who it binds | Article |
|---|---|---|
| Prevent first and, with whatever is left over, donate, then animal feed, by-products and, last, compost or energy | Operators in the food chain; the act does not make clear whether micro-enterprises too | Art. 5 |
| Prevention plan and donation agreements | Except micro-enterprises and, with doubts the act does not resolve, food service in premises of up to 1,300 m² | Art. 6.4 and 6.6 |
| Letting diners take away what they do not eat, at no extra cost and saying so visibly | Hospitality and other food service providers, except all-you-can-eat buffets or similar formats | Art. 8 |
According to its twentieth final provision, the act came into force on 2 January 2025, before it was published; the compulsory measures of art. 6 apply from one year after publication, 2 April 2026. Infringements are defined by the regional governments following art. 20, and not having the plan when required is a serious one.
Worth knowing
What people take for granted: that the act says what the plan looks like. It only asks that the plan set out how the hierarchy of art. 5 will be applied; it sets no content, format or register. And in a dining hall the first prevention is counting well: a meal cancellation notified before the cut-off time and a diner forecast decide how many portions leave the kitchen. The exemptions, the leftovers and the penalties, with their doubts, are in the guide to Ley 1/2025 in the dining hall.

- Headcount forecastA headcount forecast is the estimate of how many people will eat at each sitting, built from who lives in the residence, who has said they will not come and how each day of the week usually behaves. It is the number the kitchen uses to decide how much to prepare.
- Full boardFull board is the arrangement in which the residence provides, on top of the room, all three meals of the day: breakfast, lunch and dinner. It is the norm in colegios mayores (Spanish halls of residence) and in many Spanish university residences, and it means knowing every day how many people will eat.
