Regulation and data
AI literacy
AI literacy is the skills, knowledge and understanding that allow people to use artificial intelligence systems in an informed way and to see their opportunities, their risks and the harm they can cause (art. 3.56 of Regulation (EU) 2024/1689, the AI Act).

What article 4 asks, before and after July 2026
It is one of the few obligations in the regulation that reach any deployer, whatever the system: including a residence that uses an assistant to answer on WhatsApp. And its wording has changed:
| 2024 text | Text in force | |
|---|---|---|
| Since | 2 February 2025 | 27 July 2026, by Regulation (EU) 2026/1744 |
| What it asks | Measures to ensure, to their best extent, that staff have "a sufficient level" of AI literacy | Measures to support the promotion of staff AI literacy |
| What it does not ask | It set no hours, syllabus or certificate | It states expressly that it does not require a specific level to be ensured for any individual |
| Who helps | The article did not say | The Commission and the Member States, with attention to SMEs; the Commission will publish practical examples |
In both texts the measures are matched to what each person already knows, their experience and their training, and to the context in which the system is used and who it affects. In a residence, the reasonable reading is that reception and management know what the assistant answers, when a conversation is passed to a person —the handoff to a human— and how a mistake is corrected.
Worth knowing
What people take for granted: that a course with a certificate is required. Neither the original text nor the one in force asks for it. And art. 4 is not on the list of infringements in art. 99.4: what happens if it is breached depends on the regime each Member State sets, and Spain has passed no such act. What else the AI Act asks of a centre is in the guide for residences.

- AI ActThe AI Act is Regulation (EU) 2024/1689, the European rule on artificial intelligence systems: it bans some uses, sets requirements for high-risk ones and transparency duties for others. It applies directly in Spain, and in July 2026 it was amended by Regulation (EU) 2026/1744.
- Deployer (AI Act)Under the AI Act, the deployer is whoever uses an artificial intelligence system under its own authority in a professional activity (art. 3.4). A residence that contracts an assistant to deal with its residents is one; the company that develops and sells the assistant is the provider.
