Saturday, 16:40. The under-18s play at six and the hoop on court 1 is stuck halfway. The coach knows, the caretaker is at the far end of the building with a leak and the technician has the day off. With Bedel, the coach writes to the facility's WhatsApp with a photo: the ticket rings on the phone of whoever looks after the courts and, if nobody closes it in time, it moves up to the manager above.

Scope. It collects reports from staff — caretakers, coaches, lifeguards, maintenance — and carries them to whoever has to fix them. It doesn't take court bookings: it doesn't know which court is available, doesn't hire anything out and doesn't take payments.

In a sports centre every fault is reported where it's seen, to whoever happens to be passing. When the shift changes, the report goes home with whoever left.

• The coach tells the caretaker in the corridor, and the caretaker writes it in a notebook the next shift never opens.
• The lifeguard notices the water is cold and rings the personal mobile of whoever they think is in charge.
• In a council-run centre, the report travels up to the town hall by email; in one run under a concession, by a call to the operator.

Each breaks in its own way and is fixed by different people, and during tournaments the changing rooms fill up all at once.

• Courts and sports hall: hoops and goals that won't go up, flickering floodlights, a dead scoreboard, lifting floorboards.
• Pool: the filtration plant stopped, temperature out of range, a chlorine smell, a loose ladder.
• Changing rooms and showers: hot water that doesn't come through, drains, lockers, benches.
• The turnstile, which is IT, and outdoor lighting, a problem when it gets dark at six.

The pool and the courts aren't the same role, and under a concession part of the work belongs to an outside company. Reports follow the split agreed at the start.

• Court issues go to court maintenance; water and changing rooms, to the pool technician. An outside supplier uses their WhatsApp like everyone else.
• Deadlines are per category: a reminder at the halfway point, another as it's about to run out and, once overdue, an alert to the manager above. Urgent overdue tickets ring again every day until they're closed.
• At night and on Sundays only what you've marked as urgent rings; the rest waits.

A ticket with a date and time doesn't meet these obligations by itself; it shows what was known and when someone acted. A guide for your adviser. They're Spanish rules: what applies to your facility depends on the country, and your adviser confirms it.

• In Spain, Royal Decree 742/2013 on swimming pools: it covers every pool open to the public (art. 3.1). The owner answers for how it runs (art. 4.2), records self-checks and incidents (art. 4.3) and has a protocol that includes maintenance (art. 11.5). Bedel doesn't analyse the water; it keeps the report and its time.
• In Spain, Royal Decree 487/2022 on legionellosis: it covers installations that can become a source of exposure to the bacterium (art. 3.1), with domestic water systems in point 1 of annex I. The owner must control and prevent Legionella (art. 7.1). A shower with no hot water is a report worth dating.
• In Spain, Royal Decree 486/1997 on workplaces, annex II, section 4: regular maintenance of the facilities and quick correction of anything that affects staff health. And Law 31/1995, art. 29.2.4, requires staff to report risks to their superior without delay.
• In Spain, Law 7/1985 regulating the bases of local government: sports facilities are a municipal competence (art. 25.2.l) and a compulsory service in municipalities of more than 20,000 inhabitants (art. 26.1.c). Technical conditions are set by the autonomous community and the town council, and aren't summarised here.

Half an hour with whoever runs the facility and whoever is in charge of maintenance. It helps to bring, even in draft:

• The rota for the caretaker and for the court, pool and changing room roles.
• Any rules that already exist — courts, pool, changing rooms — and the timetable for each space.
• An idea of what's urgent with a tournament under way.
• The phone number to use. The team's data stays in the European Union, with a processing agreement (art. 28 of Regulation (EU) 2016/679, the EU's GDPR).

• Booking or hiring out courts and lanes, charging or issuing memberships, or connecting to the system that does.
• Pass holders don't open tickets on their own: the people on the list do. If they tell the caretaker, the caretaker writes it in.
• Testing the water, running the pool's self-checks or Legionella control, or asking in the chat for health, identity or payment details.
• Bringing several facilities together on one screen (each account is one site), or signing up without a call.
